mod\u00e8le \u00e9conomique ?<\/h3>\n\n\n\n<p>Un nouveau mod\u00e8le d&#039;\u00e9conomie communautaire est en train d&#039;\u00eatre d\u00e9fini rapidement dans le monde entier. Il commence par le mot cl\u00e9 \u00ab localisation \u00bb. Il s&#039;\u00e9tend ensuite \u00e0 la localisation de divers aspects de l&#039;\u00e9conomie, des infrastructures \u00e9conomiques, de la gouvernance communautaire et de l&#039;engagement des citoyens.<\/p>\n\n\n\n<p>Les deux piliers du nouveau mod\u00e8le \u00e9conomique sont la \u00ab propri\u00e9t\u00e9 locale \u00bb et le \u00ab remplacement des importations \u00bb. De nombreuses \u00e9tudes ont montr\u00e9 que les entreprises locales ont un impact plus important que celles qui sont d\u00e9tenues \u00e0 distance. La strat\u00e9gie de remplacement des importations commence avec les entreprises qui peuvent produire localement des biens et des services qui sont actuellement import\u00e9s dans la r\u00e9gion. Le remplacement des importations est un moyen efficace de mettre un terme \u00e0 la \u00ab fuite \u00bb \u00e9conomique de nombreuses \u00e9conomies locales, qui conduit g\u00e9n\u00e9ralement \u00e0 l&#039;exportation de ces biens et services vers d&#039;autres r\u00e9gions.<\/p>\n\n\n\n<p>La nouvelle \u00e9conomie se caract\u00e9rise par des industries soutenues par la communaut\u00e9, qui sont souvent motiv\u00e9es par un \u00ab objectif \u00bb communautaire plut\u00f4t que par le profit. Issue du mouvement pour l\u2019alimentation locale, elle se d\u00e9veloppe pour inclure de multiples types de production locale afin de r\u00e9pondre aux besoins locaux. De nouveaux mod\u00e8les de propri\u00e9t\u00e9 \u2013 notamment les coop\u00e9ratives de consommateurs et de producteurs, les coop\u00e9ratives Mondragon en Espagne, les r\u00e9seaux de fabrication flexible du nord de l\u2019Italie, les plans d\u2019actionnariat salari\u00e9 (ESOP) et la propri\u00e9t\u00e9 multipartite \u2013 transforment la main-d\u2019\u0153uvre salari\u00e9e en copropri\u00e9taires.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Les droits sur les ressources marines, les sols fertiles, l\u2019eau douce, les min\u00e9raux et les combustibles fossiles \u2013 notre patrimoine commun du monde naturel \u2013 devraient \u00eatre d\u00e9tenus dans un bien commun et attribu\u00e9s via un contrat social bas\u00e9 sur des principes \u00e9cologiques. Le loyer pay\u00e9 pour l\u2019utilisation du bien commun est ensuite partag\u00e9 au profit de la communaut\u00e9. Les fiducies fonci\u00e8res communautaires sont un nouveau format audacieux qui prend de l\u2019ampleur dans notre r\u00e9gion comme un moyen de soutenir et de maintenir un avenir \u00e0 long terme pour les biens communs.<\/p>\n\n\n\n<p>Les banques publiques et communautaires, les initiatives d\u2019investissement locales et d\u2019autres formes d\u2019investissement social dans lesquelles les pr\u00eateurs savent que leurs emprunteurs favorisent le d\u00e9veloppement durable \u00e0 long terme plut\u00f4t que les gains \u00e0 court terme. Les monnaies compl\u00e9mentaires locales repr\u00e9sentent une d\u00e9mocratisation de l\u2019\u00e9mission de monnaie, soutiennent les entreprises locales et \u00e9duquent les consommateurs sur la fa\u00e7on dont leur argent circule dans l\u2019\u00e9conomie locale.<\/p>\n\n\n\n<p>La croissance dans une nouvelle \u00e9conomie ne d\u00e9pendra pas d\u2019une production et d\u2019une consommation sans entraves, mais plut\u00f4t d\u2019une production r\u00e9gionale en petites quantit\u00e9s, qui permettra de cr\u00e9er davantage d\u2019emplois et de favoriser une plus grande diversit\u00e9 de comp\u00e9tences. Pour parvenir \u00e0 ce type de croissance \u00ab profonde \u00bb, il faudra \u00e0 la fois une technologie adapt\u00e9e \u00e0 l\u2019\u00e9chelle et une formation professionnelle locale, souvent appel\u00e9e \u00ab \u00e9ducation locale \u00bb. L\u2019\u00e9conomie des m\u00e9nages a un r\u00f4le consid\u00e9rable, voire primordial, \u00e0 jouer dans cet effort. Les syst\u00e8mes d\u2019entraide, l\u2019\u00e9l\u00e9gance de la simplicit\u00e9, la richesse de la communaut\u00e9, la vie dans les limites et la richesse d\u2019une bior\u00e9gion, des semaines de travail plus courtes \u2013 tous ces \u00e9l\u00e9ments constituent un nouveau mod\u00e8le.&nbsp;<\/p>\n\n\n\n<p>Gr\u00e2ce \u00e0 la d\u00e9mocratie d\u00e9lib\u00e9rative et \u00e0 d&#039;autres mod\u00e8les alternatifs de participation et de prise de d\u00e9cision, les gouvernements sont encourag\u00e9s \u00e0 adopter des politiques qui soutiennent la production locale, l&#039;investissement direct, la propri\u00e9t\u00e9 coop\u00e9rative et les strat\u00e9gies d&#039;am\u00e9nagement du territoire municipal (APM) ancr\u00e9es dans les principes de l&#039;\u00e9cologie et r\u00e9gies par le \u00ab principe de pr\u00e9caution \u00bb. Certains gouvernements r\u00e9pondent \u00e0 la sagesse et \u00e0 la praticabilit\u00e9 de la nouvelle \u00e9conomie et la soutiennent en introduisant des m\u00e9thodes de mesure du bien-\u00eatre au lieu de se contenter de mesurer la croissance.<\/p>\n\n\n\n<p>Des citoyens engag\u00e9s, bienveillants et engag\u00e9s au niveau local sont le point de d\u00e9part de la nouvelle \u00e9conomie. Une nouvelle \u00e9conomie se construit sur l\u2019affection pour un lieu particulier et pour les personnes qui y vivent et y travaillent. Une nouvelle \u00e9conomie insiste sur le fait que les personnes, la terre, l\u2019air, l\u2019eau et les animaux sont respect\u00e9s de la m\u00eame mani\u00e8re.
