Our relationship with our largest trading partner has become increasingly unpredictable. The United States has imposed and threatened new tariffs on Canadian goods, businesses are being forced to rethink supply chains and markets, and governments are understandably looking for ways to make Canada more economically resilient and less dependent on the United States.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the backdrop to this week\u2019s Canada Investment Summit in Toronto. <strong>The federal government has brought together some of the world\u2019s largest investors with an ambition to catalyse $1 trillion in investment over the next five years. <\/strong>Its stated goals are compelling: build productive assets, create good jobs, diversify trade and make the Canadian economy stronger and more resilient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Canada needs that investment. But precisely because the pressure to act is so intense, we need to be disciplined about what we are trying to accomplish.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-9, #29664B);\" class=\"stk-highlight\"><strong>Economic urgency can create its own risks. When governments feel they need deals quickly, the question can subtly shift from: \u201cIs this one of the best things we could build?\u201d to: \u201cWhat will it take to get this project built?\u201d Those are very different questions.<\/strong><\/span><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The investment prospectus circulated for the Summit contains 167 projects spanning energy, mining, manufacturing, technology, transportation and infrastructure. Its own disclaimer is important: project information was supplied by proponents; inclusion is not an endorsement; projects are at differing stages of development; and the prospectus does not contain everything needed to evaluate them.\u00a0 Yet there is an unavoidable tension here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The official purpose of the Summit is to showcase Canada to global capital, \u201chelp move projects forward\u201d and mobilize investment. Put a project in a national deal book, bring its proponents together with some of the world\u2019s largest investors and have governments actively promote the opportunity, and it inevitably acquires a degree of legitimacy \u2013 even if the fine print says it has not been endorsed.\u00a0<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-9, #29664B);\" class=\"stk-highlight\"><strong>That matters. Because an investable project is not necessarily a desirable project. And a collection of investment opportunities is not the same thing as an economic-development strategy. Canada needs a better process.<\/strong><\/span><\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Start by Zooming Out<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Before governments decide which projects to champion, we should first ask a broader question: What are the best ways to build lasting, broadly shared Canadian prosperity?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 167 Summit projects can be part of that conversation. But they should not define its boundaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are important economic-development opportunities that do not naturally arrive in the form of multibillion-dollar pitches to global institutional investors: deep building retrofits, distributed and community-owned renewable energy, import replacement, local manufacturing, regional food systems, community housing and strategic public procurement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They may be less spectacular than a megaproject. But, collectively, they can be enormously consequential. So the first step should be to put the full range of serious economic-development alternatives on the table. Then start narrowing them down.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The First Test Should Be Environmental And Social<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Every major development opportunity should have to answer the same basic questions.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Can it operate within acceptable environmental limits?<\/li>\n\n\n\n<li>Is it compatible with our climate obligations?<\/li>\n\n\n\n<li>Does it respect Indigenous rights?<\/li>\n\n\n\n<li>What are its implications for land, water and ecosystems?<\/li>\n\n\n\n<li>Does it strengthen communities or impose unacceptable costs on them?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Some proposals will pass easily. Others will require mitigation or redesign. And some should fail. That is not anti-development. It is how a country decides what kind of development it actually wants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider the breadth of the Summit portfolio. It contains enormous renewable-energy opportunities such as Nova Scotia\u2019s Wind West. It contains data centres and transportation infrastructure. It contains LNG and conventional energy projects. And it contains mining developments such as Manitoba\u2019s Minago project, Canada\u2019s first 100-per-cent First Nation-owned critical-minerals project. These projects plainly do not have similar environmental or social consequences. So why would we assume they deserve comparable enthusiasm simply because private capital is interested in them?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even Wind West, which starts with the considerable advantage of harnessing a renewable resource, still has to demonstrate responsible treatment of marine ecosystems, fisheries, Indigenous rights and affected communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Being \u201cgreen,\u201d \u201ccritical\u201d or \u201cnation-building\u201d should not exempt a project from the first test. And neither should a trade war.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Then Apply the Community Wealth Test<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Once a project passes the environmental and social test, the next question should be: Which of the acceptable options gives Canadians the greatest potential for lasting prosperity?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That requires looking beyond two metrics that dominate economic-development announcements: dollars invested and jobs created. Both matter, but neither tells us enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We should also ask:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Who owns the productive asset?<\/li>\n\n\n\n<li>Who participates in its governance?<\/li>\n\n\n\n<li>Where will the profits go?<\/li>\n\n\n\n<li>Will Indigenous communities acquire equity?<\/li>\n\n\n\n<li>Will Canadian businesses become long-term suppliers?<\/li>\n\n\n\n<li>Will resources be processed here or shipped away with most of the value still to be added elsewhere?<\/li>\n\n\n\n<li>Will technology and expertise become embedded in Canadian firms?<\/li>\n\n\n\n<li>And when the initial construction boom is over, what will Canadians still own?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Minago Critical Minerals Project is interesting through precisely this lens. It is owned by Norway House Cree Nation, and Manitoba is supporting work toward low-emission magnesium processing \u2013 not simply mineral extraction. That combines Indigenous ownership with the possibility of capturing more value from the resource domestically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wind West presents an even larger opportunity. Nova Scotia could conceivably host tens of billions of dollars of offshore wind development. If most of the generating assets are owned elsewhere and much of the equipment and expertise is imported, that could still produce substantial jobs and tax revenues.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-9, #29664B);\" class=\"stk-highlight\"><strong>But imagine the alternative: meaningful Mi\u2019kmaq equity, Canadian institutional investment, public or community ownership, Nova Scotian suppliers, port infrastructure, engineering expertise, manufacturing capacity and revenues that continue flowing to communities for decades.<\/strong><\/span><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Same wind. Very different wealth outcome. That is what Community Wealth Building asks us to notice.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Urgency Should Raise the Standard, Not Lower It<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Canada absolutely should respond boldly to the American trade shock. We should diversify markets. Strengthen domestic supply chains. Build infrastructure. Develop new industries. Mobilize investment. And become much less vulnerable to political decisions made in Washington.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But resilience is not created merely by replacing dependence on an American customer with dependence on an overseas owner. Nor is sovereignty strengthened if we rush to sell control of productive Canadian assets because capital is suddenly available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Summit itself talks about building a \u201cstronger, more independent, more resilient economy.\u201d Take those words seriously.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote has-medium-font-size is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-9, #29664B);\" class=\"stk-highlight\"><strong>A resilient economy is one in which Canadians possess productive capacity, businesses, infrastructure, skills, intellectual property and ownership.<\/strong> <strong>That means the current crisis should lead us to become more selective, not less.<\/strong><\/span><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>For major projects seeking government support, I would require a credible Community Wealth Plan alongside the conventional business and environmental cases. <\/strong>It should set out how the project will contribute to Indigenous ownership, Canadian ownership, domestic supply chains, workforce development, value-added production, technology transfer, public returns and long-term community assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And where taxpayers are being asked to provide infrastructure, tax concessions, loan guarantees or other forms of de-risking, Canadians should be asking what enduring return they receive. Sometimes that will be taxes. Sometimes infrastructure. Sometimes lower prices or improved national security. And we should insist upon an ownership stake \u2013 a seat at the table and a share of the profits.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Don\u2019t Waste the Crisis<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The United States trade conflict has forced Canada to reconsider assumptions that have guided our economy for decades. That creates a genuine opportunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But we should not waste it by replacing one unquestioned assumption \u2013&nbsp; dependence on easy access to the American market \u2013 with another: that attracting enormous quantities of global capital is itself the measure of success. It isn\u2019t. Investment is an input. Lasting Canadian prosperity is the outcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So yes, bring potential projects forward. Then put them through the test. First ask whether they are environmentally and socially acceptable. Among those that pass, ask which ones create the greatest lasting wealth, resilience and productive capacity for Canadians. Then concentrate our attention, infrastructure and public support on the winners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The federal government\u2019s Summit slogan is: \u201cCanada has what the world wants.\u201d\u00a0 That is undoubtedly true.
